No - you can't.

You need to secure a job offer from an employer in Canada and that employer needs to obtain an approved LMIA in order for you to qualify for a closed work permit tied to that specific employer. You don't qualify for an open work permit.

An immigration lawyer can't help you with this process. You need to find an employer yourself who is willing to give you a job offer and also go through the LMIA process.

You should plan that the LMIA process will take 4-6 months. Once the LMIA is approved, you would then apply for the closed work permit. Plan on this taking a few additional months. So you want to make sure you come to Canada with enough money to survive 8+ months without working.

LMIA may take up to 6months, and WP may take close to that or more. You are looking at a year. Currently there are 850,000 pending TR application backlog and trend is going up, not down. this will push timelines further
