Is this letter considered COPR?

Hello everyone,
Is this letter considered as COPR?
I didn’t receive any other documents other than this letter.

I guess it is the ad hoc COPR now for inland applicants, as the letter states you can use it to apply for benefits and services while waiting for the PR card (which the COPR document was). But technically I don't think it is.

The confirmation of permanent residence will now be done through the online portal.

Yes, this is your COPR - it specifically states that it is an official letter to provide to IRCC to prove you are a Canadian PR - congratulations!
