I think what that meant is that if they keep or improve the trend of backlog processing, then by March it has already came down to a low enough level that the bigger all-programs draws can resume.
All programs draw will not resume.

I think they will open TR to PR again and continue to invite 6k per month with CEC.

That doesn't make sense unless the pandemic fucks up things because they already have inventory of applications which are almost ready to be finalized with a huge backlog, why should they increase their backlog?

So i never said they will not process out land apps. It's just that they will not invite FSWs anytime soon. The focus will be on TFWs and students.

TR2PR was -kinda- announced in the mandate letter. JT made specific mention of temporaries and that additional pathways should be created for them.

In any case, no regular and/or big draws (except PNP) till the CEC backlog hits exactly zero. And then probably alternating draws between inlands and outlands starting around Feb.

there is a mention of pathways in the new mandate letters as well. I don't think there will be any outland draws till they have the inventory of students and TFWs available in the pool.

Actually my bad I replied to be rational what you said has high probability because seems like they need more inland.

I am not commenting on CEC but TR to PR is strictly a disaster,similarly incentivizing illegal immigrants.

TR to PR is disaster, there is no doubt.

I'm sure about there'll be outland draws in 2022 for two reasons:

1. Fraser said inland focus will shift in 2022.
2. Fraser said both outland and inland pathways are needed for a balanced strategy.

I expect part of those "outland" draws to be in FSW pretty much as we know it because Fraser kinda hinted at it by calling it "traditional route". CRS cutoffs will increase though. Sub 475 will be very risky.

Yes that's what I said. TR2PR will be added into EE as a permanent stream. It's silly to keep both CEC and TR2PR so I think they'll just merge CEC into TR2PR (EE) by removing the 1 year experience requirement.
