When someone obtains a PR visa, say through family sponsorship, when are they officially considered a PR?

1) At the time they obtain the visa
2) At the time they arrive at a Canadian border (or airport)
3) At the time they exit the airport/border

Asking out of curiosity.
 
Once the documents are completed by CBSA when you arrive in Canada, commonly referred to as landing.

Makes sense. I was trying to figure out if when they arrive at the airport they automatically have the same rights as a PR. But sounds like that's not the case automatically.

Assuming you land in person rather than virtually, it's none of these.

The landing process happens after you have arrived at the airport / border and before you leave the airport / border. Just the act of arriving at the airport / border does not make you a PR. You have to meet with a CBSA officer to go through landing formalities in order to become a PR.
