Is it possible to find a course in Canada (a bachelor's degree or a master's degree) that cost below 9000 Canadian dollars per year, not including the proof of funds?

This is tuition only….no. Memorial University would be the cheapest but not below $9000. If graduate school and in an thesis based program, tuition will be cheaper.
