If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

hahahahaha! Thought that. PNP is owned by provinces... Provincial "autonomy" is a big thing here... IRCC (a federal body under Immigration/Refugee minister) will usually not dare stop it.
 
Yeah but it had at least been 750+. That was still ridiculously low but 685 is essentially 85....
Yeah.... that is a score of CLB 6 + a Job offer of ANY Noc B. No points for age or anything...

A 50 year old Walmart supervisor will qualify.
 
Got 472 points... damn, how I want for this thing to open. I talked to my lawyer and he told me that either the score will raise a little bit because of all the profiles without an ITA, or it will go down a little bit because of their necessity for foreign workers.

Neither. The score won't raise a little bit, it'll sky rocket to 485+ initially. Then eventually come down and settle around 470 sometime in Q2 2022. "The necessity for foreign workers" doesn't change a thing; the quota is there and the number of ITAs in a particular draw determines the cutoff of that draw. I doubt the draws in 2022 will be bigger than 5000 bi-weekly so we'll see a similar trend to how 2020 ended; but now with a larger pool with high score FSWs.
