Hi. I and my husband have job offers and signed contracts with Canadian employer. At this moment both of us have worker visas in our passports and the company's relocation team says that we have c-14 approved but they do not guarantie us that with all this we can get the work permit at the border when we arrive. What does this mean and based on which law can we be refused to get the work permits and move on?

It's very hard to comment with so few details.

If you have visas stamped in your passports then the chances of the work permits not being issued at the border should be very low.

still they say that there is a 50% -50% variety that we can be turned back from the border and not receive the work permit certificate from the office in Vancouver, and the company is located in Quebec we will have to fly to Quebec after we receive the work permit.

Are you flying into Vancouver? Driving across the border into BC? Is the relocation company saying that it's 50/50 because your first destination is BC vs. Quebec? Will you have onward flights already booked to Quebec.
 
We are flying to Vancouver to get the Work permit certificate and ten right to Montreal. We are going to have the flights booked. My husband did this way when he previously worked for the same company. They do not specify what is the problem they just say that it is possible due to some change in issuing work permits for foreign workers in vfx industry.

I would ask the relocation company why they think it's only 50/50 and if there's anything you can do to increase those odds.

I don't see any issues with your plan. Many people land in one province first while their destination is another province. You will have onward flights booked that take you to Quebec so I don't see the issue.
