Hi, back in 2006 I graduated from College (Russia) 2.5 years Accounting program but never worked in this field since. Now, I've been laid off because of Corona and out of work for the past 3 months. I am interested in going to Canada/ QC to retake an accounting course, it's EMSB an adult education Centre and the program is for one year. What are my chances to get a study permit with an option of PGWP ?

Zero chance given that this is the English Montreal School Board, not a public college or university. EMSB is for students K-12 plus adult education. No PGWP.
 
hmm... The program is a DVS program of 1 350 hours (DVS) and I know as a fact that they have international students ...

Check if on the DLI. How old are you because you should be focusing on public universities or colleges. And taking an accounting program in a school board, when you have a diploma makes no sense. How will it expand your career in your home country.

Sure. Chances are low since the school is private and not eligible for work permit (PGWP).
 
Ok but what if I have computer science degree and want to learn bisness administration diploma?
Why Canada? You need to choose a public university or college and show how it builds on your education and career with a higher paying jobs and promotion. If you have a degree, a diploma is below that so you need to show why you need to spend tens of thousands of dollars in Canada. You may want to consider a masters.

I know but what is wrong with college like this and college that dont give (PGWP) because I want to study my course and get back to my country?

It is a private college in a office building so chances of approval are lower than most people. However since you don’t want PGWP and to go back to your country, go ahead and apply.
