I'd say quite difficult if you also have an express entry profile. The key to success in a dual intent situation where you put EE and study permit in parallel is to show strong connections to your home country. One year long programs typically scream "I only do it to get PGWP" unless you're a fresh grad.

Immigration minister is irrelevant in current politics. That’s why it’s usually a first time minister.

It's not guaranteed, but it's the only hope left for pre ITA people. Maybe he will be replaced by someone worse, but then nothing changes for us. No harm done. But if he continues, pre ITA people are done and post ITA people can enjoy being deprioritized in favor of the latest political stunt.
