In regards to the CRS score for Federal Skilled Worker - I understand that yes, it does in fact matter whether one has had Canadian work experience within the past 10 years.

But what about for the 67 points Eligibility Criteria - it's not clear at all whether the Canadian work experience has to be within the past 10 years.

But does he still need to be working at the job in Canada? Because it's been more then 10 year since he's worked in Canada. Would you still be able to obtain the adaptability points under FSW?
I would say no because it states,

Your skilled work experience must be
  • in the same type of job (have the same NOC) as the job you want to use for your immigration application (called your primary occupation)
  • within the last 10 years
Also for CRS, Canadian experience is only counted within the last 3 years. However, submit a profile and see if he is eligible.
