One of the reasons given by then Immigration minister:

"Having to process applications that are as many as eight years out of date reduces our ability to focus on new applicants with skills and talents that our economy needs today."

Please note that applications were mostly paper-based and it was difficult for IRCC to trackback these applications. Do you know how many applicants suffered? 280,000. I want to remind you that not many applicants are still waiting for their approval from 2019. They are a handful and they are mostly complex. Since Sep 2019, 85000+ invites were sent from "No class specific draws". Even if all these applicants are FSWs (which is hard to believe), are 85000 "online" applications difficult to be processed versus paper-based 280,000 applications that were lying from as early as 8 years to 4 years? Even if IRCC cancels, how would that make them look in front of the world? That would be 2nd time in 10 years of canceling applications due to incompetency. Let's say IRCC lacks shame (which is true), why would they cancel online applications that are in the final stages? Most of the applications are pending security which is done by other agencies and not by IRCC. I say this from reading threads on this website and all of social media day and night for the last 18 months. Why would IRCC keep indicating that they want more immigrants? In 2021, 8 to 4 years old applications were truly outdated and it happened after the economic crises. Even though we are in a health crisis, it's not like Canada has no jobs for newcomers or doesn't need new talent like in 2008. Go read articles that say Canada immediately needs highly skilled professionals but they only have low-skilled CEC grandpas and grandmas.

I want to stress the point "....out of date reduces our ability to focus on new applicants with skills and talents that our economy needs today" made by then Marco. Do you think technologies in IT, Energy, hospitality, and other sectors changed in just 2 years? It's the same. Maybe Canada needs professionals in clean energy but it has not changed drastically in other sectors. So there is no "out of date" talent or 8 to 4 year old paper-based applications. Just chill. Also, in 2012 IRCC canceled applicants who applied before Feb 28, 2008. So they processed applications applied after March 1, 2008. Today, there are no age-old applications. It's just a year old and a maximum of 2 years old applications.

Personally, I would re-apply if IRCC cancels FSW because I am not gonna lose anything if they cancel FSW now. But, think about the negativity being spread without a solid source.

Some things I realized in the last few days:
  1. IRCC is moving at a snail's pace when it comes to expired COPR holders. They divided it into pre-March 2020 and post-March 2020 and they are still "contacting" post-March people, they didn't even contact all pre-March applicants. They are sending an email saying "still interested bro?" wasting time and many applicants are not hearing anything even for 2 months after replying. Then they will ask for medicals, PCC's, and god only knows when they will send PPR, sound like months of processing is still pending. They knew at least one month in advance that the border was gonna open and still there is very little movement for expired COPR holders.
  2. The liberal party which is probably going to win publicly announced that they will give more points to temporary residents through Express Entry which means they don't want any outlanders. I am sure it will be almost impossible for most outlanders to compete after these changes.
  3. They just keep inviting and inviting and inviting despite knowing the backlog will become huge and then there is TR to PR pathway and new applications are always given priority.
  4. No update/news on pending outland applications whatsoever, many have not seen any progress for more than a year.
I am not worried about applications getting canceled simply because they cannot do it right now, just that our applications will be pending forever without any progress on them and IRCC is very comfortable with having huge backlogs. I was a little bit hopeful a month back but now things are looking so bad. If the rain of PPR was supposed to happen, it would have at least started for expired COPR holders by now. I doubt they will magically start approving pending outland applications in bulk in coming months.

Jolin-Barrette has argued that cancelling the backlogged applications, which represented around 50,000 people including applicants’ families, was necessary given the Quebec Skilled Worker Program (QSWP)’s switch to an online Expression of Interest system last summer.


The applications in question were submitted when the QSWP operated on a ‘first-come, first-served’ basis, which Jolin-Barrette has said was not in touch with the actual needs of employers in the province.



Now tell me how does this compare to the present FSW scenario?

Cancelation of application is not Ircc's first rodeo, it is like a ritual that they do once in a while.
What do you gain for being outrightly negative every time? Like what’s your aim really? All this assumptions doesn’t help anyone. Rather keep them to yourself thanks!

How does it make sense to cancel all applications when 90% of them are processed and close to being finalized? How will they justify spending all that money processing apps only to cancel them in the end? And how are they going to manage the refund? You know it's not a small amount.
Be ready to wait for a long time, there is a good chance that your security will expire again before IRCC is able to send you PPR. Seriously what are they doing with your ADR documents for 3 months?

Just be little patient things are slowly getting back on track. People are getting re medical requests, ADRs. It's only a matter of time before they will re-prioritize FSWs again.

As far as slow processing is concerned, IRCC can work very fast when they want to. Most of the expired COPR backlog has been cleared I think. They wouldn't continue to process applications if they were planning to cancel everything.

Was just watching this video and one of the reasons mentioned here that because external immigration has been stopped which has resulted in record high vacancies in Canada. I saw some local people who were complaining about reasons FSW-O has been stopped is because of lack of jobs. LMAO with record high vacancies workers will charge more resulting in higher prices. I'm a local too and I think we need immigrants more than ever now to bounce back stronger. Hope you all get to hear some good news soon.
High rate of unemployment and high vaccancies lol. People in the comments in these types of videos always cry about salary.

I'm not too focused on immigration right now so it doesn't bother me that much. I'm not checking for updates every minute, every hour because there is no point. The more you overthink it, the more you will be convinced of the worst happening.

Even if the worst becomes true, I'm least worried about it. There are things far more important in life than immigration to a foreign country.

I am just saying things as I see them and not just assuming the worst. The liberal party manifesto should be considered as the final nail on the outland immigration coffin because they will win and then Marco Polo will descend like a god from heaven and decree the immigration changes which will be big and great because Marco Polo does big and great things only.

It doesn't of course (which is your point) - but! - this was the exact same reason that the applications were canceled in 2012.

Existing applications should be safe. I have one and I'm not worried. And I worry about everything.
