Hey Brother, I have done the same mistake you going to do now. Never ever include the TRV visa application of your parents or in-laws with yours or your family, I got refusal for both my mother-in-law and father-in-law. Once you get the refusal its always difficult to get approval next time. I tried again for my father-in-law but they rejected so I honestly suggest you to wait for your mothers TRV application until you land here and if all the documentation is appropriate she will get approval in due time.

Her Visitor visa is in progress, but I am wondering what would be the best time to apply for her Super Visa? Should I apply for it right after if she gets her visitor approve or should I apply after her first visit to Canada?

You should apply for it now since she must be out of Canada to apply.

The letter should indicate she is only coming to Canada as a tourist for a short visit. Her reason is tourism. You could say that she wants to see the country where you will be settling and to visit the tourist sites. You want to avoid saying things like she is coming to help you settle or anything else that may make IRCC concerned that she wants to stay long term. I would indicate the length of her planned trip is 2-3 months.

You are actually in quite different situations.
 
Yes I am not inviting her. My dad;s brother who is canadian citizen will be inviting her.
But, what I am asking is that what reason should we write in the cover letter? which can help us in this case.
