Non-essential services though
I might be wrong but fundamental human rights protect absolute freedom, not just "essential" services. One must be free to go to the gym whether they choose to get vaccinated or not. If we go down the "non-essential" lane, now who decides what is "essential" and what is not? A very dangerous move.

Please, I don't wanna have to immigrate again in 10 years lol that's the exact same thing I'm trying to run away from.

Okay, so to answer this, one needs to understand a little bit out political makeup of this country. I am no expert and no very little but here it goes :

Canada tends to be patch-worky when it comes to its people. It IMHO is obvious. Quebecs politics is very different from rest of Canada for instance. It goes even more granular. Immigrants or even prospective immigrants like me mostly live huddled together in close proximity. Local ethnic issues from native land that should not matter at all matter a hell lot more. The upshot is, even though many Immigrants are minority, they dominate certain parts and form the deciding caucus. Not to mention, unlike American immigrants, there is not exactly a social taboo of bringing home politics in the adapted country. So, you will see spectacles like trade laws being made or unmade in a country which has nothing to do with Canada are being dissed in Canada by these immigrants at a scale much larger than anywhere else and more serious politically. No US president will try running on agenda of "Fixing Indian Farm Laws" but in Canada that might become a talking point to score with few communities.

Secondly, India is going through a period of sustained nationalism. One of the biggest part of this is that most Indians do not want their country to be seen getting dictated by especially western countries. There is a massive history behind it.

So what happens because of this? Many Canadian politicians are forced to comment on (or asked question about) issues that are NOT at all Canadian or heck may be counter to Canada's interest. They have speak about it or will be perceived as not attuned to ambitions of certain immigrant communities.

Now when they say things, in the present twitter hyper connected world, it gets echoed across the world. People in India hear it too and Indian politicians are then also obliged to respond to it at an optic level. This means doing useless optics like sending low officials to recieve PM of a major western economy. Its a kindergarden fight which they have to play to keep their respective voters happy. At the Interest level they have nothing but they have to maintain the show. Such is the curse of democracy that perception management is of utmost value.

When it comes the real decisions (on military, weapons purchase, business, trade etc) then you see that most of such optics go away. Canada is not going to ban India from sending immigrants. India will still buy Canadian lentils and will facilitate Indian students to study in Canada and send back precious precious foreign exchange to keep INR stable. It is business as usual.

So should we expect to get our COPRs this year or not? For those of us who're not from India

Most likely, sometimes later this year the flood gate of welcoming folks from outside will be open. Its in Canada's own interest to get all of us folks in. From what I hear, finally, IRCC is moving its huge posterior to make this process a bit faster. They prioritized inland for obvious reasons. Those are low hanging fruits. They have public policy exemptions right now to support that.
Next is folks who are outside. They will find a way. May not be most pleasant but it will be a way to get you your golden email and COPR.

In some context, the concerns of the possibility of posing health hazard to others in public may supercede the interests of freedom of movement lol

Do you think if the general public sentiment in Canada becomes anti-immigration, it will affect the policies on immigration? Or does the government realizes the importance of immigrants for Canada's long-term survival and will continue to welcome immigrants en mass?

Well, there is a reason why True-Doe ( I love to mutilate his name, LOL) wants a snap election. To cash on the positive wave of "his handling of pandemic by financial assistanships and respites". His opponents from NDP want to crush that. But none of them can directly call immigrants with all sorts of names. Conservatives are looking more sidelined in this game.

Here is my own observation (I am not expert). There is never an "anti-immigrant" wave in Canada. There are subtle things though. So you may see some subtle changes being pushed even if non Liberal government comes to placate those who think immigration is a problem. Things like increasing weightage of Canadian experienence, things like reducing how many points you can claim for your foreign experience, things like increasing the money you need to settle into Canada or raising FSW minimum points to become eligible. Canadian way is more "european" and less American in that sense.

The usual Canadian way is to find out the change that will placate the biggest or most vocal group and then find the change of least resistance (supported by a lot of cherry picked data).
It happens everywhere. Housing, Immigration, HealthCare etc.

In my very very limited experience, big broad changes are hard to come by.
 
House prices is a topic in most of developed countries. In Canada they will come down once immigration will establish and aimply more houses will be build ;)
Sigh. It is so much worse than this. I did not know how bad it was when I moved here on a temporary work visa. I am considering moving to Quebec or returning to the US because of it.

Canada is in the top 3 worst housing affordability in the world, with New Zealand and Australia. The situation is vastly superior in the US. It is really a crisis level problem here and things are going to change because of it.

The only issue is the language barrier. If you're desperate enough to leave your country then fine but it's a lot harder to integrate into the culture very different from your own if you don't speak & understand the language.

I've been thinking about Germany a lot; if only I had the will to learn the language. Far better job market, far better affordability of almost all things including houses. I think I won't back down on Canada unless they just block paths for good but I will always have my doubts.
