I don't believe in either, but in general FSW draws are more likely to happen since IRCC wants to keep the good face of the Canadian immigration system and show they're still open to folks from overseas.
Here is my prediction, which is a worst case scenario for those already in processing but with some hope left to those who've submitted their EE profiles recently.
This fall there will be a FSW draw, it will come with ultra-fast processing, 2-3 months for the majority of applicants, and the entire effort will be largely a publicity stunt to promote economic recovery and restore the open image of Canada after 1.5 years of strict lockdown.
Then, after these 1-2, or even 3 draws, they'll announce changes to the program, and eliminate the backlog, since the pre-pandemic FSW logic and rationale will no longer apply. Then IRCC will focus on TR to PR path, or maybe will open other streams for outland people, perhaps more targeted to certain skills, like Australia, but not the "be smart, have money, speak English" FSW-O as we knew it before.

How is backlog relevant to changes in program? Backlog is removed by processing (either rejecting or finalizing) apps. I guess you're implying a mass rejection of apps. This would put the nail in IRCC's coffin in terms of its public image.

Imagine the flood of angry tweets and other social media response after getting people's hopes up by conducting 2-3 draws and processing them so fast then suddenly dropping it. IRCC would look even worse than it does now. Sorry mate none of that makes sense.

I'm guessing that Trudeau's plan was to lock the country down for so long until Canada had secured many vaccines and administered them, practically ended the pandemic within the borders, so he would have had a strong hand in an early election. It would've worked but he wasn't fast enough with the vaccines so it didn't work. Now Trudeau had no chance but to open up the country and there's no turning back because that plan would've only worked the first time. In other words, Canada now has no choice but to go back to normal like the rest of the world. This is good news for outlanders, who had been the majority of immigrants before the pandemic.
