A cousin is applying for study permit. They have some huge loans on their name because of a family situation. However he has sources to pay for his academic program, and also has funding from school. He is trying to go abroad for better earnings later on.
Can this cause problems in background check?

Background check is mostly on criminality or misrepresentation.However, there is no guarantee better earnings abroad, decision to go to school is also another major investment and may leave you with another debts.

yes but is having loans in itself a problem that can cause a rejection or issues ?
 
thank you, I also thought this. After all anyone can take loans after being approved study permit too, but I have never heard such a case so did not how to guide him
A lot of adults have loans, it's part of adulting :) . I have seen people who applied for PR with loans and still get approved, and that's for permanent move not temp like SP. People even take educational loans specifically for SP and they still get approved...
