Unvaccinated immediate family visiting after September 7

According to the government website:

- Fully vaccinated foreign nationals may be allowed to enter Canada for discretionary travel on the following dates if they meet specific criteria:
- September 7 (intended start date): All other foreign nationals who qualify as fully vaccinated

My mom is fully vaccinated with a vaccine that's not approved here (coronavac). Would she be allowed to enter the country to visit me after September 7? She qualifies as immediate family as I'm a permanent resident.

If she is immediate family she can travel now and has always been allowed to travel. She needs a quarantine plan for 14 days.

Right, I'm aware of that. But she's planning to come in September.
Believe she qualifies as the parent or a PR but needs to quarantine for 14 days. If you have somewhere like a basement with a bathroom she can remain at your home otherwise there are options like AirBnB so she remains isolated with no contact with any non-travellers. If you pick her up you both should be masked, she should sit in the backseat on the other side of the car and keep windows open for ventilation. You will need to maintain social distancing (no hugs or kisses) until she is done quarantine.

We don’t know what travel rules will be in place for people arriving from India in September. The 14 days in another country is due to the quarantine requirement in some countries if needing to enter the country to do the PCR test. If unvaccinated they will need to quarantine for 14 days in Canada no matter what. They will need to quarantine in an area away from non-travellers. A basement with a bathroom or AirBnB are potential options.

Thanks for the reply, so if i understood correctly, its not Canadian Govt requirement to stay at a third country where travel is not banned from Canada for 14 days, its the country's requirement. So my follow up is - is it allowed now if parents travel to a third country where they dont have such 14 day quarantine requirement for Indians, stop there for a couple of days and get the test results, and continue journey to Canada? Is this possible? Maldives opened up for Indian travelers in July.

Maybe.

If they're not vaccinated with Canadian recognized vaccines, they'll need to quarantine here.

Impossible to say because we can’t predict changes in travel limitations with the current surge of delta. Don’t believe there is a flight directly from the Maldives so you need to look at the various route requirements. The 14 days quarantine in isolation from non-travellers has avery high probability of remaining in Canada so your parents would need to be able to isolate from you in your basement or AirBnB.

Impossible to say because of changes. Right now, only Canadians/PRs are exempt. In the future, that will change.
The exemption is for anyone entering Canada who is vaccinated with the approved vaccines in Canada not just PRs and citizens.
