I think that Canada as country really done a great job fighting that pandemic and as of now they have one of the lowest level of cases looking at the country by country comparison. Even in Ireland we are having 1400 a day as of now. UK is having thousand's of cases, however we can see that they started to decline.
 
If canada is targeting 110,000 immigrants per year from the express entry pool for 2022 and 2023, they would need to send out atleast 150,000 invites considering the fact that there is a 30 percent rejection rate of ITAs issued. So, that boils down to 12,500 candidates per month who should be receiving the invites. In case they don't meet their targets for 2021 (which is highly probable), this number would be even higher, somewhere around 14000-15000 per month. So, shouldn't the number of ITAs per draw be around 7000-7500 on average once the FSW draw resumes ? How will 5000 invites per draw suffice for them ? Am I missing something here ?

I read somewhere the immigration targets are including dependent PRs and PRs from other category (like Hong Kong , AIPP, parents etc).

Yes, they have a separate PNP , Atlantic and Quebec target of around 100,000 .This combined with another 100,000 federal skilled workers will constitute the 200,000 immigrants under the economic category that they are aiming for per year. Atleast that is what this article suggests.

I am a PNP-Outland waiting for more than a year now. There are not many pnp around hopefully get to my application soon to meet targets.

- Age: 54
- Married with 2 kids (Spouse has a high school diploma and with no French or English)
- Degree: Bachelor (4 years)
- Experience outside Canada: 4 years (NOC 1241) (none in Canada)
- IELTS scores: L8.5/R7/W8/S8
- TCF CANADA: S17/L480/R546/W15
- He has relatives in Canada

Okay, how the hell we missed this one. Now, we know who paused the FSW-O. So, this is why we got an E-mail in March. We could have gone with our fking lives had Marco been a little transparent instead of sending us a generic e-mail. It is clear that we could see raining PPR's because papa Marco has no good reason to pause again.

So, still no 1500 CEC draw but there's still about an hour left so it might be too early to talk. IRCC dropped down to 4500 with CECs.

Admission targets and ITAs are two different things but I'd guess the rejection rate for CEC apps is quite low, assume 15-20 percent at most. These gaps would be filled with FSWs from 2020 and 2021. 20% of 108000 is about 21000. We know the 23000 FSW CoPRs can now enter Canada since all CoPRs are essential travellers. But this is just barely hitting the target. I'd expect IRCC to issue at least 10000 FSW PPRs this year on top of the 23000 FSW CoPRs because nobody can guarantee all of those 23000 people will enter Canada before 2021 ends. So it'd be in IRCC's interest to issue at least 20000 FSW PPRs (on top of the 23000) before this year ends. Quite a many FSW apps should get PPRs in 2021.

Back to the figure, two more CEC draws in August, 4500 each again, that's just above the 108500 target. After that, there's no benefit in continuing with CEC draws as we spoke before. This also tells us the same thing: August might be a good surprise but September is definitely FSW's month.

So I think all FSW candidates should take August off for vacation because they'll be busy collecting their papers in September.
