Visit to aunt & cousin = Tourism, unless they're either PR or Citizen.

You are still not eligible to travel. Maybe your mother but she needs written authorization to travel and show her visit is essential.

Your travel is classified as discretionary which is why it's not permitted at this time.

Yes, we are expecting more announcements around July 21. Most of us expect this could be about lifting some of the restrictions around travel across the US / Canadian border. It's hard to say if international travel will be part of this announcement. You'll have to wait and see what happens.

The exemption is for family to get back together. Visiting relatives is still non-essential. We are still under the pandemic, wait till you can actually visit as a tourist. (You still are even though you are visiting your aunt. I doubt you will just come all the way to Canada and sit at your aunt's home and not go out and see Canada)
