I am suggesting that the words should be re-written as this to put more weight and emphasis on our issues

Subject: Solicitation for Review of PNP Paper-based Processing Time

Dear Honorable Minister,

We are soliciting your support to commence a review on PNP Paper-based processing time. We are hoping that the review can bring improvement to the speed and efficiency of the current process time.

Temporary residents currently in Canada do appreciate and commend your good performance so far and we wish you will continue to do so.

Based on a recent government announcement, Canada's government said it hoped to admit 1.2M new residents from 2021 to 2023, equivalent to 3% of the population, however, we think that PNP Paper-Based applicants are restrained and not given equal opportunity as other pathways for this year.

Many temporary residents who have been living in Canada for the last three to five years and have worked tremendously during the Global Pandemic (COVID-19) have applied under the PNP paper-based PR pathway since the online application is not available until recently. However, we discovered that the processing time of this pathway is the longest. We are not really pleased with the way IRCC officials are handling our applications knowing that we already went through the rigorous application process before nomination. The IRCC officials were the ones that trained the respective provincial immigration officials so, we expect that since they are handling the paper-based applications, then processing time ought to be faster due to their wide experience.

The processing time is not encouraging in the sense that we get AOR (Acknowledgement of Receipt) after waiting for 8 months, and medical requests are sent months afterwards. There should be an opportunity to upload required documents at any time within the application period to be assessed by the IRCC Agent handling the file at the time instead of filling a web form. We know that Express Entry PNP nomination takes approximately 4 to 5 months to get approval while the paper-based PR file processing time now takes 21 months. However, the new online submission for the Paper-Based Application was a great innovation which we applaud you for this great achievement.

We are still struggling to understand why there is discrimination of the PNP paper-based application. The time to receive the AOR (Acknowledgement of Receipt ) number is lengthy. It may not come even after 7 to 8 months of the file submission. While in CEC (Canadian Experience Class) the PR process is being completed in 3 to 4 months. Like CEC applicants we are also currently working in Canada, paying our taxes and contributing greatly to the economy. The multiplier effect of the discrimination is that PNP paper-based PR pathway had to wait for almost an additional 15 months to qualify for Citizenship status.

We hereby write to you to please revisit this issue and elevate us from the pain and suffering of waiting for years before our PR is approved.
