That's what I'm saying that it is not clear. It shouldn't be so confusing. The policy doesn't say anything about 2019 applications.
Yes it’s kind of hard for 2019 applicants as majority of them have waited really long. Logically this policy shld have 2019 n 2020 but anyway the least we 2019 people can do is b happy for 2020 Atleast some less suffering for them.

Special instructions for processing applications submitted between January 1, 2020, and December 31, 2020
Applications received in 2020 under the Home Child Care Provider Class or the Home Support Worker Class but not, in that same year, reviewed to determine if the applications can be entered into processing, will not be eligible for processing under those pilot classes. These will be processed under the related temporary public policy (Temporary public policy to facilitate the granting of permanent residence for caregivers who applied under the Home Child Care Provider Class or Home Support Worker Class in 2020), unless the client has advised the Department that they do not wish to proceed in this way within 30 days of receiving notice in this regard, in which case, their application will be rejected and the corresponding fees will be returned.


Coming into effect
These Instructions take effect on May 3, 2021, and apply to all applications for permanent residence under the Home Support Worker Class and the Home Child Care Provider Class, including those already received but not yet entered into processing. The Instructions expire on June 17, 2024, unless earlier revoked by the Minister.

So again it is confusing that what about the 2020 applications that were received and are in process?

Yes, and maybe this is the reason why they are no longer issuing work permits/ work permit application numbers to 2020 applicants rather temporary PR application numbers. But note, this Public Policy are only for 2020 applicants whose papers were rececived but not reviewed in the same year.

For those that has been submitted and reviewed in 2020, I think, It will be processed accordingly under the 5 year- Caregiver Class Pilot that is valid until 2024 and not under this temporary policy.

It doesn’t mean that they will directly give PR to 2020 applicants. The 2020 applicants whose applications were not reviewed and processed in the same year will be advised to apply under TR for PR. Their applications will not be eligible for the pilot program anymore. But this is applicable for people from inside with at least 12 month experience only. That’s my personal understanding only.

Instead of solving the problems and issuing work permits and PRs, the immigration is making everything more and more complicated every day.

Regarding your TESDA certification, it has nothing to do with your education equivalence with Canada, but it is for your PROOF OF ABILITY TO PERFORM THE WORK (if you’re not medical related). I’m from Philippines, but my nursing diploma is good enough for my education PLUS ability to perform work.
I agree, I only highlight my 2-years Caregiving Course and Tesda Certification as my proof of ability to perform the work.

I got a temporary work permit number (starts with XW123456) PLUS temporary PR number (XE1234456). I’m an October 2020 inside applicant.

Did u applied with 24 months experiance??
No, I had experince but it was part time since I was a student. And for HSW they only wanted full time experince. Tho I submitted letters from my employer proving my ability to perform the job.

Lucky u, that have the temporary work permit number, i didn’t get that either being 2019 applicant.
I didn’t get my work permit number in an email. I called the ircc for follow up regarding my application. Then they gave me that work permit number. Because I needed that for my receipt. I forgot to pay my open work permit holder fee and I need that number for me to send it thru web form, because the missing fee is for work permit NOT PR.
try to call ircc. I’m sure they will give you that work permit number.
