Border Opening _Travel Ban lift_June 2021

Hi, I have been following the news closely and some questions are still unanswered:
1. Can immediate family members of PR allowed to travel to Canada from India, pot 21st June... or by 1st week of July 2021??
2. If partially vaccinated or not vaccinated at all, can they be allowed entry with mandatory hotel quarantine???

So far there ain't no updates about the international travel. Now they are concerned about their border with the USA
