What is the eligibility criteria to express interest in MPNP

I tried filling my application for MPNP but it was coming on first page on your are not eligible

Not enough information to comment. What stream? Do you meet their eligibility score? Are you working or studying in Manitoba? Family?

I wanted to apply under skilled labour...I started filling the EOI I have not given IELTS or any other English exam so I put no in that question and when I clicked on next the error came you are not eligible I am not sure why

Are you eligible? Are you working in Manitoba. You can only apply if IELTs completed so you are not eligible until you take the IELTS test.

Yes I have my ECA score I did ielts in 2018 June they were asking for past 2 years so I can't fill my that score

So you need to take the IELTs. Are you living in Manitoba? If not what is your eligibility?
