I think, in my opinion, the reason why they issue open work permit to her is prolly she applied for it too. I mean you kinda have too especially if you're inside Canada with an expiring work permit so you'll be able to get the implied status. That's kinda what I had to do as well. I submitted my PR application Dec2019 and then 3 months before my work permit expire (they only recommend 30 days actually before expiry) I applied for BOWP and up until now I'm under implied status. That is very important especially if you choose to stay inside while waiting for PR approval. Also it gives you an advantage to work for whatever and how many jobs you want while waiting for PR approval. PR processing is dead long, I'm pretty sure after eligibility next would be medical then last one is interview...
That's why i wonder how IRCC will do it for thousands that they promise to process this year.

PR is 6 months you are right but then don’t forget COVID-19 hit us hard too ....I also submitted application for PR in March 2020 but here I am with no AOR .. it’s 1 year and 2 months of waiting for PR to processed .
We are on the same boat. I submitted my stage 1 on March 2020 and the completion of my 24mos experience on Oct 2020 and all I got was a temporary file number. No movement or whatsoever. It is really frustrating.

Yes it is very frustrating and you start questioning "Who (employer) waits for a caregiver to be hired after more than a year?"

Maybe, but 2 years of waiting for PR is totally insane. I don’t know anyone who waited that long.
There are many people who are waiting for their PR even they apply from more then 2 years now after completing 2 year work experience , I personally know 3 of them. One is waiting for only Medical from 2019 November now ircc again demanded pcc last month.

Oh okay. That’s why the more that they need to prioritize them. It’s difficult to be away from their family for 4 years or more because of not having PR. That’s the reason why I said that it’s a fairy tale to give someone a PR without Canada experience. Because they cannot even give these caregivers who already paid taxes for 4 years.

I applied 3 work permits (different employers) under the old caregiver program within 2 years. It’s a long story why it happened to me, but blame it on LMIA. One LMIA is equals to 6 months of waiting. So do the math why it took me 2 years. My second work permit is not used due to covid. I’m using my 3rd work permit now (which I got within 2 days only from the ircc. LMIA processing took me about 6 months). I don’t know about border visit without US visa.
I did that before. it's like flag-poling. My experience here in Canada have been so colorful, yet i'm not loving the loooong wait for PR... but anyways, you don't need a US visa to do that. they will turn you right back around anyway and do everything in Canada border side. although, this might be risky. I've done it long time ago (2016) when I transferred from visitor to working. also, given the covid situation, borders might still be close? and trust me, they are not that 'welcoming' on the other side. bottomline is, just wait. I have a CBSA friend, he told me to wait inside Canada for PR, hence why I applied for a BOWP to maintain status.

Thanks for sharing! I also started as visitor visa. But I never did that US border thing. I still have validity of my work permit until late next year. I just shifted to new pilot for assurance that in case something bad happened again to my employer. It’s so difficult to work with a new employer because only few will wait for 6 month. I just want an open work permit. And if they extend the special pathway to PR for essential workers, I might shift on that.

I think IRCC even doesn't know where they left off before the pandemic. It's like everything is scattered all over the place.

Me and my consultant only submitted the new reference letter from employer, paystubs, Schedule 19b and application for BOWP. We didn't submit the t4 and NOA for 2020 yet as we can't do it via webform unless we receive my permanent AOR.

Hello. I applied for my sister under HCCP in July 2020. It is May 2021 and I still haven't received the temporary file number or AOR. The documents were duly delivered in time to CPC-Edmonton's mailing address and I have proof of delivery as well. What to do?

Try to call the agent again. I am October 2020 applicant and got a temporary file number last March. I was calling ircc EVERY TWICE A MONTH for them to look for my application. I told them “I don’t expect you to process my papers now but at least tell me where is it”. Every month that’s my line since October. Until I shut up when they sent temporary file number to tell applicants that “hey, we got your application but we won’t process it yet”.
