Maybe that's for your region. Never seen or heard of this before. You either do upfront medical or wait for a medical request from IRCC, no third thing I have heard of.
its the same here u either do upfront and pray or wait for medical if your application is taking positive route . but i realized my country have different documents for example . we are not asked to provide study plans or detailed proof of ties to home. all we need is motivational letter and money and convincing profile

i would not say lucky approval rate here is 50%. it;s just different requirements for every country for example in my country being 23 is the same as being 18 in other countries. for exmple in japan approval rate is above 90% you can even get approval with normal or below average application.

Japan is a first-world country, with one of the strongest passports in the world. For my country Pakistan, the approval rate is 30-35%.

Thats true, but isn’t living in Malaysia for 6 months going to affect that?
As far as I know , if you applied from UAE and are a resident of UAE, I don't think you would require Medical even if you went to Malaysia after applying for your study permit. Since you already submitted your application according to the country you were at.

If I may ask, are you a UAE resident?
