For those with VO Paris, I heard yesterday from a friend who asked the Embassy about the timeline, that only 3% of the employee from VO Paris are processing our applications and from now we can expect another 5-6 months until COPR. And also there is a strange behavior because in some situations they don't touch an application for months and when they start it they finish it in 2-3 weeks. These are only rumors, I'm not sure how true they are.

Eligibility is under review.
Application status is 67% complete.
I raised a web-form with IRCC to check the status of my application on 03-Apr-2021, and got the below response from IRCC today. It seems like, the waiting will take some more time for outland applicants until travel restrictions are not lifted around the globe.

Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).

We verified the information you provided and can confirm that your application is still in process.

At this time, all required documents and information have been received by the responsible office.

Due to COVID-19, IRCC is experiencing processing delays and we can't give accurate processing times for most types of applications. We're currently prioritizing applications from people who are exempt from travel restrictions.

We understand that this may be a difficult time for you and we are here to assist you by providing you with the information we have available at this time.

If you've already applied, we invite you to visit our website to check your application status. Client Support Centre agents cannot give you more information than what is already in your online account or in the Client Application Status tool.

Complex applications take more time to process. It will also take longer to process an application if we need you to submit extra documents.

Rest assured that we are making all the necessary efforts to finalize your application as soon as possible, and that you will be informed when a decision is reached or if additional information is needed.

IRCC is working on giving you the most updated information as the situation evolves, and all our efforts are dedicated to answering your concerns. Our website is updated regularly as more information is made available.

Given these circumstances, we invite you to continue visiting our website regularly to receive up-to-date information as new announcements are made and to obtain information on travel restrictions and changes to our services that may affect you.

We hope the information provided is helpful in assisting you with your enquiry.

Until the travel restrictions are eased, applicants outside Canada will have to wait, and IRCC will continue to find pathways for individuals already in Canada to meet its immigration targets. The most recent public policy announced is temporary, starting in May and ending in November. It will not have much impact on the applications already filed.
@legalfalcon my case meets the exact same criteria for that program, except that I already submitted my PR in Nov 2020. Do you think they would pick up cases like me to be processed?

Did you ask specific questions about the stages that had been passed ?

I was planning to raise a webform sometimes in May (after the 6 months) to see how things are going, but I don't need to receive that kind of generic auto reply to know that the process is taking longuer. That much, we have all already figured out.

This is a policy that gives pathway for applicants in Canada who would not be eligible to apply in addition to who were eligible to apply before. It would not expedite the applications that have already been submitted,

During the processing, applications ca be transferred to different offices across IRCC network. What matters is that what stage your are at, and where your eligibility is passed.

In most cases, eligibility would be passed before the application is sent to an overseas office, usually your LOV, based on your country of residence.

See https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/service-delivery/file-transfer.html

Once an application is at an office outside Canada, you will have to a contact the visa office directly.

Alternatively, you can request your GCMS notes to know the progress.
