Could someone please provide information on Police Certificate requirement. I moved from USA to Canada on my PR in January 2018. I was on H1B visa in USA for over 7 years and when I applied for Canadian immigration (through Express entry) I provided FBI clearance and Police clearance (from my country) in 2017.
My question is do I need to get FBI-clearance again? Please advise!

Help required regarding Police Clearance Certificate:

PR Since: 24-Mar-2016
Left Canada: 14-Apr-2016 (after short landing)
15-Apr-2016 to 06-Mar-2018 - Lived in Saudi Arabia
Arrived Canada: 07-Mar-2018
Living in Canada since 07-Mar-2018
Planning to apply for Citizenship once I am eligible on 07-Mar-2021 (straight 3 years..no travel outside in this 3 years)

Do I need to submit any PCC.
To get PCC from Saudi Arabia once should be physically present there. So please advise what I should be doing in this case.

Many thanks for reading my question and answering

HI! Just learned about this online form! Exciting, as Im getting ready to submit this week. It seems like so far AORs are moving fast with the online applicants from December.

Questions:
Is there a problem that I haven't done my 2020 taxes yet? Tax season is like just starting, and I'm not really wanting to wait until I finish my taxes to file my citizenship application. I'm all up to date with consistent tax filings for all other years.

Is there any insight about applying as single vs family (would be just two adults). Does single make things go faster? Or, it just depends? We're both well in excess of residency requirements.

Thanks!

Yes, you need to provide a PCC from Saudi. The instruction guide says:

You need to provide a police certificate from each country, other than Canada, if you were there

  • in the past 4 years
  • for 183 days or more in a row
  • since the age of 18
The only way around this is that you apply for citizenship at a date which puts you at a date less than 183 days in Saudi. So if I were you, I would apply for citizenship (07 March 2018 - 183 days = 05 Sep 2017) + 7 days (buffer) + 4 years = 12 Sep 2021.

I took a 7 day buffer. You could ideally apply from 06 Sep 2021, as that will put you at 182 days, and you will not need a PCC from Saudi.

1. It should not be a problem. I submitted a letter of explanation stating that 2020 taxes will be filed once the T4 is received. However, I would suggest you apply for citizenship when you have at least 3 years of tax returns including or excluding 2020; it makes the process simpler and less cumbersome. Because if you were required to file, and you did not file (not 2020), that would raise questions.

2. I haven't heard anything that would suggest applying single vs family is faster.

As @kurtrules pointed out that you need a police certificate, I believe Saudi Arabia will not give you a certificate if you are no longer living there. There are instructions on the CIC website on what to do, visit https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how.html and choose Saudi Arabia and follow the instructions.
