Get Refund and Start new Application

Hello, I made a mistake in my spousal sponsorship application and it may or may not get returned.
1. Can I start refund process and and send a complete new application?
2. Lets say I start refund process and send a new application and new fees same day. Will they start working on my new application as new application right away or they will cancel my previous application and then start on my new application?

I dont want to waste 6 months in cancelling the application and another 6 month to get AOR for new application. Any inputs highly appreciated.
