No, not unless she's gone through the legal process to adopt him. Else you must sponsor your own child. And you can only do this if you are living inside Canada.

Also you need to be meeting the Residency Obligation. If you landed in 2015 but moved outside Canada, seems like this could be an issue.

Correct. You would sponsor both of them at the same time. Your spouse would be the primary applicant and the child will be included as a dependent in the same application. They will get PR status at the same time.
