This isn't the processing time for the PR application + the PR card. This is the processing time for the PR card only after your PR application has been approved. The processing time for the PR application is separate.

PR application processing times vary from application to application depending on the person's profile.

Most of application are taking at least 9 months ; although you would see many inlands approved within 4-6 months but the average for most people is 9 months although there are way many people waiting for more than 12 months.
