Hi there,

I'm currently applying for immigration to Canada and I believe I would receive an ITA next month. However, I have some concerns regarding a possible record in the Health Canada system. I don't know if that record could be released to IRCC. I once mailed some medicine (to treat my chronic illness) to my address in Canada and the parcel was examined by Health Canada. For the examination, one staff contacted me and asked me to send my visa info to her. I did what she asked and that makes me believe that Health Canada may hold my record in their system. My illness is not serious, but I suspect that it may raise VO's attention for the reason of excessive demands on health services, considering the prices of medicine here are far more expensive than where I'm from. (I don't plan to get medicine here in Canada in the future) So I wonder if Health Canada would be involved when IRCC processes my application. I read the CIC article regarding the standard procedure and I didn't find anything. So I hope you could help me with this question. Thank you so much in advance.

If they asked for your visa information then my guess is that something was recorded in CBSA records which IRCC would have access to. CBSA is also responsible for managing customs activities for mail coming into Canada. So my guess is that CBSA was the one that first identified your package and then sent it to Health Canada to review. This would all be recorded in CBSA's systems. Safest to just assume IRCC will have access to this information.
 
Note that you can’t import medicines into Canada unless you are licensed to do so. It’s actually illegal to do so.
They would assess excessive demand based on Canadian costs, regardless of the costs where you live.

In fact, I asked my parents to ship the medicine to Canada a couple of times and some of them were examined by Health Canada. I understand that Health Canada staff contacted you. But generally speaking, the reason why Health Canada is engaged is because CBSA has routed a package to them for review - so the results would be recorded in CBSA systems once Health Canada completes their review.

IRCC has access to CBSA information. I can't help you in terms of what may be automatically populated or anything along those lines.
 
If you have not stopped shipping medication would suggest you do so. If you keep doing it you are more likely to be penalized. Imoorting medicine in Canada without proper permission is not possible for anyone, it doesn’t matter if you are not a Canadian resident. It is impossible to state that you will never be using medications from Canada. Even if you plan to travel to another country every 3 months things happen and that schedule will be very difficult to maintain.
