Below is the wording from the letter i got today which left me totally confused

Important note from the processing office
As the principal applicant, you will be contacted directly by your local IRCC office and scheduled for a landing interview. The below instructions are for your overseas dependant(s) only. All instructions and due dates are to be followed by your dependant(s) only once you (the principal applicant) have become a permanent resident in Canada.

This is in reference to your application for permanent residence.
To finalize your application, we require: 1) Passports  VFS is our trusted partner for safe and secure passport transmission.
Using VFS services is the only way to submit your passport. Contact VFS in India (www.vfsglobal.ca/canada/india) or in Nepal (www.vfsglobal.ca/canada/Nepal) and pay the requisite fees for the Passport Transmission Services . A separate envelope is required for each passport.  Please take this letter and present it to VFS for the purchase of the secure Passport Transmission Service. VFS will send your passport to the High Commission of Canada in New Delhi in a secure envelope. You will then be advised by VFS when your passport has been returned and is ready to be picked

I received the similar letter back in August for my overseas dependent in New-Zealand. But he was stuck in India and I have been sending Web forms to IRCC but they are not replying.
This whole situation is so messed up. On the call with an IRCC agent I was told that I will land as a PR first then my dependent will come to Canada. Then I tried after few weeks other IRCC agent informed me that it is only possible when the travel restrictions will be lifted and your spouse is ready to travel to Canada.
I don't know what to do I am in this situation since August.

Please share you experience If you have tried to contact IRCC.

Are you and inland applicant and current in Canada and your family outside Canada?

IRCC has given two steps that you have to follow.

1. Since your are in Canada, you do not have to do anything, but just wait for IRCC to contact you for the landing interview, after which your COPR will be sent to you. Effective the date you have the landing interview, you will be a PR. Only after the PA has landed can the dependent family members land and become a PR.

2. You family, which is not in Canada, have to send their passport as per the instructions in the letter.

So follow the instructions in the letter for your dependent family members, so that they can get a COPR and PR visa.

Nothing confusing.

Just to clarify, I am already in Canada on work permit and my spouse in in India
Your dependents can sent the passport now. They will only become PR when they land in Canada and are admitted. Until then they only have a PR visa and COPR. You on the other hand will become a PR as soon as your landing interview I done and you receive a COPR. Your COPR will be sign by an officer, where as your dependent's COPR will be blank, and will be signed by the CBSA officer who examines them at the port of entry when they land in Canada.

I cannot speculate. Currently there are no trends and things a all over the place. Given that you received the letter, it shouldn't be too far.
@legalfalcon sorry to bother you once again man, but I need your help to understand all the context from the letter i received a week ago.

the letter was sent from new delhi office and even though the letter says "intructions are for overseas dependent" at one point in letter it says if you are in canada submit passport to ootawa that left me wondering do i also need to submit my passport or the landing interview is all i have to wait for . FYI, my wife in india have already submitted her passport.

If you read the first paragraph you will see that the instructions are for your family and not for the primary applicant, who will be contacted by IRCC for a landing interview.

Just an Update, My wife got visa and Copr today which is valid until Nov 2021. Still waiting for my landing interview.
Much congrats brother. I can imagine how happy you guys will be. We are on same stage. I just submit my passport yesterday. Just want to know what was the processing time
