Inquiry about the Post Graduate Work Permit

Hello. I’m about to graduate (in May) and have two questions about the Post Graduate Work Permit:

1. If you’re applying in Quebec, do you have to be bilingual?

2. I know that one of the eligibility requirements is that you can’t have studied “French or English as a Second Language”. I majored in English Literature at Concordia University — I’ll be graduating in a “Bachelor of Arts in English Literature”. Am I eligible?
