As for applying for jobs from outside of Canada others will also comment but generally tends to be impossible to secure a job unless someone has unique skills not readily available in the country. Employers also are reluctant to even engage just because someone says they may get PR or they have COPR but have not landed yet given they can waste so much time on people who do not turn up when they could employ someone already in Canada. Plus of course COVID is likely to have a major impact on available positions for the forseeable future
One of the parameters mentioned in engineerhere is "getting educational credentials assessed, which I'm guessing is what ECA through WES does. Thanks for that.

Also, I was thinking of starting to apply once my visa is issued. Right now, I have just created a profile and waiting for ITA.
But thanks, I'll keep that in mind.

Engineering is provincially licensed. So look at the provincial organization where you plan to move. That organization will assess your engineering education to Canadian programs. WES doesn’t assess professions.

Is that possible to get job offer from India? Can I get work permit if i have job offer?

Jobs are hard to find and engineering is a licensed profession. If you get a job offer, the employer applies for a LMIA (prove no canadian to do the job). This process takes months and then if positive, you apply for a work permit. Better to look at immigration programs.

I am preparing for Canada express entry. I completed ECA and IELTS( L-6.5 , W-6.5, R-5.5, S-7 ) and tried to fill express entry profile but its show do not eligible. I tried SINP expression of interest and it lacks 3 pts to be eligible for me. What do you think should I need to improve for express profile and if I go throug SINP will retaking IELTS test can improve points to eligibility? I am confused, please advise with your experience.

Your language scores are too low (Reading) so you are not eligible for EE. You need higher IELTs scores.

Where do live? Then look at RN programs in your city at a college or university. There are only a few midwifery programs in Canada (separate from nursing) and they are very competitive.
