I am not sure on this, I believe when you receive communication from IRCC at different times as your file progresses the bottom part of the letter mentions the office where your file is being processed presently.

I saw oct. end AOR applicants received PAL ,any early Nov,2020 AOR applicants got PAL ,please post

If you are not on implied status ... then yes you can travel
like if you have already applied for PR and having work permit intact...you can travel

if you have applied for PR and work permit is expired then No
