There are specific guidelines for compassionate travel but doesnt hurt to confirm quarantine plan , minimum 15 day stay and the compassionate reasons. Given quarantine is mandatory anyway not sure will add anything as opposed to the compassionate reasons being the priority, just my view.
Adding to the COVID travel confusion you might want to review the definition of immediate family versus extended as far as you/ your mum versus your mum/ her father.

You can certainly apply now. A few things to consider:
- You are very short on time. Processing times for TRVs are very long right now and there's a significant chance it won't be processed in time.
- Right now priority is being given to family reunification applications / essential travel reasons. Your reasons for traveling are non-essential.
- It's possible travel restrictions will not be lifted by March and your trip will not be possible.
- Assume quarantine requirements will still be in place at the time of your planned travel.
