Foreign Work Experience

Hi everyone! For the Express Entry Program are the CRS scores for foreign work experience over the past 10 years calculated as of the date/time the ITA is issued or the date/time the e-APR is submitted? I might be loosing a great deal of points for my foreign work experience due to this issue. Would appreciate any help, previous experiences or facts on this matter. Much Appreciated!

thank you so much, but is it possible to share any link that states the same? I just want to be sure as there are a million people including my agent who is telling me that e-APR score counts for express entry & I should decline my ITA. Thanks again
