Hi everyone,
I am stuck on my passport.
last month we received a letter from CIC that said we meet the eligibility to apply for PR (AIP), also request a passport. but right now the COVID made the consulate shut down and we found there is no appointment available for our situation, and not any response even we email them every day. at the time we apply for the family sponsorship, my partner does not have a valid passport.
is there any way that CIC could let us landing without a passport?

No, it says quite clearly will need a passport. (There are rare exceptions eg. as noted right now for Venezuela).

But to clarify: who is sponsoring whom? What country are the applicants from?

[edit] I see your partner was a refugee, assume you are a citizen or PR, it may be more specific to partner's case but I admit don't know if any arrangements for such case.

Would help to know what country.

not from Venezuela,i am PR but he is a refused refugee. we both inside Canada.

Afraid you'll have to look into it yourself, esp since you provided no more info. Unless some rare exception, passport will be needed, focus your efforts on getting that.

(Some countries may issue passports from e.g. embassies or consulates in USA for those in Canada, other countries can be done from home country. Just depends.)
