Received 3 CoPR out of 4 - Parental Sponsorship 2018

In the principal application, one dependent was marked to be not accompanying the principle applicant due to uncertainty about the dependent whereabouts in the future. Could it be the reason why we didn't receive a CoPR for this dependent?

We are happy to learn about the email we received today for the inland parental sponsorship application. However, we only received 3 CoPR letters out of 4.

All 4, including the principal applicant, were processed together and submitted medical and background checks all equally at the same time. All fees were paid upfront.

In the principal application, one dependent was marked to be not accompanying the principle applicant due to uncertainty about the dependent whereabouts in the future. Could it be the reason why we didn't receive a CoPR for this dependent?

If the dependent was marked to not accompanying. Then he/she is not included in the actual application. Thus will not get COPR to land.
The landing fee may be refund or request to refund.
