The visa office that is reviewing your file and where your file ie transferred will depend on the kind of application being processed, where it was submitted electronically or in paper format.

For an Express Entry Application the following applies:

1. Central Intake Office - The R10 (completeness check) is done at the Central Intake Office for all classes (FSW / PNP / CEC). Now even the criminality and medicals are done at CIO.

2. Case Processing Centre - These are 4 CPCs in Canada

CPC in Edmonton
CPC in Mississauga
CPC and CIO in Sydney
CPC in Ottawa
OSC in Ottawa
The Operations Support Centre (OSC) processes the following applications:

International Experience Canada work permits
In-Canada temporary resident applications submitted online
Verification of Status (VOS)
Replacement of valid temporary resident documents
Amendment of immigration documents and of valid temporary resident documents


Local Visa Office - This is the office where you will be asked to submit your passport after your application has been approved. Usually the consulate in your home country.

These days all application after starting at CIO (where R10 is met), either start the processing of eligibility at CIO itself, or move to CPC (wither Ottawa, Sydney, or Vegreville), or are straight sent to the LVO. The trend has been to complete most of the processing between CIO and CPC. Since the applications are electronically stored, there is no movement of physical files.

However, if it is spousal sponsorship, the it will start at CPC Mississauga. After most of the processing is done, the application will be transferred to the Local Visa Office where the sponsored person resides to complete eligibility and initiate security. The transfer can be done even before eligibility or after eligibility.

The reason for transfer also state :Eligibility while it was already passed by CIO in Sydney.

The question is, why should it be transferred for Eligibility reason again? Does it mean ,my Eligibilty will still undergo review or the officer at Accra Visa Office will just initiate security?

You have to see if your eligibility was passed by a case processing agent or an officer. The eligibility takes place in two stages. First an analyst or an assistant will review and make a recommendation. This can be recommended passed / Met / etc. This recommendation is then reviewed by an officer who makes a final determination. The terminology used such as met / recommended passed / passed an no relevance.

Instead see your assessment on page 2 of the GCMS notes and see the corresponding notes in the last 2-5 pages.

However ,in your response ,you said it depends on who passed Eligibility, How do I know who passed my Eligibility? as it seems the way paper based file is worded is different from EE.

The assessment on page 2 did not state if its officer that passed it or CPA. It just have a code JG00658 as updated by JG00658.

No, it looks good. Eligibility & Medical are passed - which is major step. They might have changed office for their internal processing/ work assignment.
Your next steps are clear - Info sharing with other countries are in progress; security will start soon. And final decision will be done after that.

The note is most likely by an officer as they have the codes like JG00658. So your eligibility is most likely passed.

If you ahem paid RPRF, it will be reflected if not already.

Your Eligibility could have been passed by an officer and you can check the "notes" section to see something like "OFFICER REVIEW" mentioned or if the officer code is indicated. It could have been recommended pass as well and in that case just needs the officer to review it. Nothing to worry about. Your security status will change to blank (redacted) from Not Started once security screening is initiated.

What does it mean Other Req app? Page has redacted notes S16(1)Could you help out understand it? Eligibility passed, Criminal Passed, Medical passed, Security not start. I can see last entry notes has S.15(1) application has not made any movement since March, 2020

it was an officers code JG00658. I really cant tell if thats an officer's code .

So i should sleep well and not expect any ADR from where my file was transferred to?

Again, I want to believe since the page 2 has Eligibility passed,it means an officer has passed it.

I paid later when it was requested for on 17th Dec 2019 and the following day I got PAL.

So I should be rest assured that ,I wont be asked for any doc again relating to Eligibility has Accra Visa Office is known to always send what we call famous 2 ( Updated POF & Salary statement) which I believe its should be for clearing Eligibility.

Until your application is in progress, IRCC can seek any documents, even if you have provided them before.
