TRVs are often refused in these circumstances since IRCC assumes the spouse is not really a visitor but has plans to remain in Canada long term. Having said that, some people are accepted.
You can still try for the TRV first. If it's refused, then you'll need to go with outland spousal sponsorship.
Thank you for your advise. I was also inclined to try TRV first since it's a fastest way to get a response and maybe get a chance to see each other quicker.
