The PR application depends on the primary applicant. If the primary applicant passes away, the application cannot continue. So unfortunately the answer to your question is no.

If the CIC application hasn't been submitted yet, then you can't submit a case specific inquiry since you don't have an application in progress yet.
If you have the money, I would very strongly recommend consulting with an immigration lawyer as a next step. Your situation is too complicated to be getting advise from an immigration forum. You need professional advice.
Your father's application is still in the early stages and I think it's extremely unlikely IRCC will make an exception at such an early point. Can your mother qualify for PR under Express Entry or PNP? This would be the best option for your family if she has the work experience, education, etc. to qualify. A lawyer might also advise you to apply under H&C. The downside of H&C is that it takes many years to process and there's of course no guarantee of approval.
