Yes!! Seriously!! what are they doing??? Next Sept might get AOR! And March still waiting.
 
There is a person on the tracker named harshivbarot...this person seem to have his app transferred to VO on the same day as AOR1...is that correct??

You can give biometrics at any facility that is open.

Visa office = offices of IRCC, usually at embassies or consulates abroad, or various locations in Canada.

VFS = company that operates VACs

VAC = visa application centres where you physically interact, give biometrics abroad, etc
