Hi who are the ministers counsels and why do they attend hearings? Their presence has any negative impact on the hearing?

and are they always in hearings or case to case?
 
They're the lawyer who represents the government, so their presence can have a negative impact if the government opposes your asylum claim.

Because Canada is a signatory to several treaties that give you the legal right to a hearing under international law. The government isn't allowed to reject your application unilaterally. Instead, the Immigration and Refugee Board, which is independent of the government, decides your case.
 
Did you spend any time in the US before arriving in Canada? Do you have a criminal record?

"a "Minister’s Counsel" is a representative from CBSA or IRCC will sometimes be present to oppose your refugee claim. If so, they will tell you before your hearing" IRB*. You should be prepared to argue your case against them and to the member.

Thank u for the reply they only mentioned that me my lawyer and minister counsel will be at the hearing but no other instructions were provided on any preparation my lawyer later told me that all the hearing notices he got state the same thing and maybe thats a letter format since it doesn’t mention any instructions or basis on the presenceof the ministers counsel
