First and foremost, you must be accepted by DLI. They determine whether you are eligible to study at the program of your choice
I am not too sure, but I think the lowest level of study is for bachelors/community college right after high school

Okay, I have been accepted by York Uni (School of continuing studies) for a post grad certification in business administration.
I revived a CGPA of 6.0 will that still make me eligible to apply?

In theory you are eligible to apply as soon as you get an acceptance letter from DLI. From that point on you must proof that you are a genuine student to receive Study permit. In theory if it was enough for uni then it should be enough for IRCC. However, while making the decision they look at more different factors than DLI. My recommendation is to make your case strong with SOP explaining why marks are the way they are and how you’ll benefit in your career form getting a degree in Canada (and from this particular institution)

I have nearly all of my documents ready. I’m just making final changes on my letter of explanation where I will explain nearly everything. Also I am studying post grad degree in UK but my admission was based on my bachelors, York didn’t seem to have any issues with my grades.

Great, then write this in your sop. Make sure it is not more than a page of written texts and has your last transcript from UK. If you noticed, the processing time is wonky now, it can be from two month to 8 months. If it is at all possible, it is better to apply from your country of permanent residence for stronger home ties. I get that it is annoying, but it helped me big time with my own application when I was transferring

My grades are released only in Nov-Dec. I can’t possibly wait that long to apply, can a letter from my university stating that I have completed my studies be enough? Also, my admission is for Jan 2021. I have a letter of employment and tax receipts from my assets to prove strong home ties.
Since I am an Indian passport holder and my permanent residence is in India but I have been a temporary resident of the UK since the past one year. Can I still apply under the student direct stream?

Nope, if you are outside of India you must apply only Non-SDS. You can attach your last semester’s transcript, it doesn’t need to be for fall. The reason is to show that you’ve been going to classes/studying. I think in order to qualify to file under SDS you must be present in India for at least 5 months before applying
