Hi all,
I am Canadian born, doing an outland spousal sponsorship for my wife - she is Algerian/French, we married in Egypt, and we have both been living together in Cairo and Kuala Lumpur for the past number of years. Our goal is to move to Quebec by summer 2022 if all goes well with the processing times. My wife has an Algerian passport only, so we are looking at providing documents for all three of those countries mentioned. However when I check the requirements here:

It now says:

Malaysia – Instruction(s) for documents
  • There are currently no special instructions for documents for this country.
Algeria – Instruction(s) for documents

Egypt – Instruction(s) for documents
  • Marriage certificates issued in this country: The submitted marriage certificate must be a non-computerized marriage certificate.
  • If the principal applicant holds a passport or travel document from this country, he/she must provide a full copy of all passports used in the last 5 years.
  • Official and civil documents must be certified copies.
"

Has this been changed recently due to processing times during the current situation? When we checked a while back (pre-Covid) the police report was mentioned as requirement, both for Kuala Lumpur and Cairo. The police report from Cairo has been holding us back, they do not make it fast or efficient on their end.

But as of right now are police reports not a requirement or do we still need to submit that for an outland spousal sponsorship?

If you check IMM5533E section 4 page 7 police certificates I think you will see a police certificate is needed as per the checklist

The instructions you refer to are as per Egypt where there are any specific unique differences by country and not the fact that police certificates are not required for any particular country. For the other countries no country unique variations for these documents below, police certifcates not on list but marriage is as referred for Egypt but not applicable for the other 2 countries.

Select a country or territory to get country-specific instructions for documents such as:


  • passports
  • birth certificates
  • marriage or divorce certificates
  • national identification cards
  • military service documents (for example, military booklets)
  • other civil documents



That my interpretation anyway
 
You would need to provide them with police clearance for all those countries you have lived in for more then 6 months period in last 10 years, if for COVID you are not able to get your police clearance certificate sooner, then you still can submit your application. Make sure you write an explanation letter that you are going to submit it once you get it.

It is one of the required document and they wont finalize your application until you obtain police clearance from all the countries you have lived in.
 
Thank you for the helpful replies. It looks like we will need to show our documented process for the Egyptian police report, as we still have not received it and it has been 3 months. With Covid it is unknown how much longer it will take.

If we submit the Egyptian police report at a later date will that restart the entire sponsorship package at day 0 or will Canada immigration be understanding enough to add it to where it is already underway?

Also, as the Canadian sponsor who has lived in Egypt and Malaysia am I required to submit police reports or is it only for my wife? Don’t want to make any assumptions here so just double checking before we submit our package.

Only for your wife. And yes you can send it in later just be sure to include your explanation letter as to how long ago you applied and that you are waiting.

Also send the receipt to show that you have applied. Once you have it send it in ASAP. via webform and in the mail.
 
Thank you - I am currently trying to find info on the Quebec Selection Certificate, we haven't sent our sponsorship package yet but plan to this month - my wife and I are both hoping to move to Montreal by June or July 2022.

The thing is, I have never actually been to Montreal, Quebec before, I have been to most provinces aside from Quebec. Is it a requirement that the Canadian sponsor be a Quebec resident in order for their spouse to apply for the Quebec Selection Certificate via the Outland Spousal Sponsorship? One of the checklist questions seems to be about Quebec residency: showing utility bill, driver's license, etc.

I understand that I must send the regular outland sponsorship package by mail first to IRCC, just like everyone else, and then upon confirmation that they received it I can send the Quebec Selection Certficate. Just wondering about that process for non-Quebec residents. Also, I'm pretty sure as a Canadian I would not need to be approved to move to Quebec? They do things a bit differently in Quebec but just making sure I'm not forgetting anything. We don't have a place picked out yet but we are panning on finding one a few weeks prior or upon arrival in Montreal in 2022.
