This question might be silly... if a person has visitor visa (not expired), then he gets PR visa and COPR. Is the visitor visa invalid? can he still use the visitor visa to enter the border if he happens not carrying the COPR with him to land?
COPR is issued at landing. So your question is wrong but not silly. Visitor visa was canceled when one time use PR visa was issued. I had similar problem when I became PR. Landed in Canada but had to go back to NYC after one week. Since airlines don't let you fly with COPR, I had to get a visitor visa from Canadian consulate in NYC.

If our parents are approved for PR, are they allowed to do landing considering the COVID-19 situation or do they have to wait?
Yes they will be allowed to, but make sure to keep abreast of the latest guideline on travel restrictions: https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/immigration-applicants.html#approved

"You are exempt from the current travel restrictions and can come to Canada if you have a valid COPR and:
  • the COPR was issued on or before March 18, 2020 OR
  • the COPR was issued after March 18th, 2020 and you are an immediate family member sponsored by a Canadian citizen or permanent resident (note that grandparents are not considered immediate family members and cannot come to Canada at this time) OR
  • you’re currently living in the U.S. and will be coming to Canada directly (transiting through the U.S. to Canada doesn’t apply)
To meet the travel restriction exemptions, you must also:
  • be coming to Canada to settle permanently (you cannot come to Canada and leave to go live in another country, even if it’s temporary)
  • show you’re able to quarantine for 14 days
If you’re travelling by air, you need to pass a health check conducted by the airline before boarding a flight. If you show symptoms of COVID-19, you won’t be allowed to board."

Are applications being processed since COVID.

My mother is with me in Canada. She passed her medical in Feb but since then we have not heard anything....

Hello! My parents were selected in 2019 lottery - we are still on the sponsorship side (some documents requested in February and have not heard since then). Due to Covid, my parents are in Canada until further notice. Should I change their home residence address from Venezuela to canada (would it make a difference for their sponsorship?) Should I follow up with IRCC about their application since we havent heard anything since february (not even approved for sponsor yet).

yes you should change the address to canada by webform.

Just got my GCMS notes, it says case pending receipt of SSC-BC
My application rec date is may13th 2019
I believe SSC-B.C. is social assistance check please correct me if I’m wrong
Please advise what should I do.
Is there anybody from BC who had the same situation?
How long did it take to get the GCMS notes? I applied on aug 14 and I have not recieved an update other than a useless temporary tracking number.
Does anyone know who to follow up with GCMS notes updates?

Hi, I have applied PR for my parents under Parents and Grandparents class in may 2019. My parents is in Canada since Apr 2019. They haven't receive any thing from CIC except file number. I have called CIC last month for update and they said they don't require any document and my file in under process. Is this normal? Is there any one here has same situation?

They could, but during the landing process they have to persuade the officers that:
  • they are coming to Canada to settle permanently; and
  • show they are able to quarantine for 14 days
On a safer bet I'd suggest getting them one-way tickets to prove the points above. Once they land and become PRs they are good to go.
