@Prex19 please do you know how long it usually takes for one's passport to be returned after notification from VFS Accra that one's application has been dispatched to IRCC for processing?

Mine took a total of 10 days. I've heard of some applications that took much longer. Infact, someone that sent his own a month earlier than I did had his own stamped at about same time mine was stamped.
So one cannot really say for sure how long it usually takes to have your passport stamped, but what I am certain of is that VFS global will dispatch it immediately they received it from IRCC.

Yes I was notified yesterday. At first I was surprised because I thought everything was going to be finalized in Accra. I just pray everything will not exceed the 10days you mentioned. I can't wait to be reunited.
Oh nice one! Actually, it's finalized in Accra at the High Commissioner's Office. So I think delay comes when there are many applications waiting at the High Commissioner's table. I strongly feel that applications at this time, including yours will be processed at the barest minimum time.
Sure at a time like this for anyone, the urge to reunite will be more intense than ever. I can relate with that.
Our eyes are wide open to the good news.

@Prex19 From your response, it's clear that the IRCC office mentioned in the VFS email is in Accra. Glad to know that. Thank you so much for shedding more light.

Hi Prext19, was your visa approved before March 18? If not, does it indicate you are allowed to travel since you are looking at November?
Yeah! I got PPR email on March 16, & I have received my passport stamped with visa since August 5. That is why I can travel in November.

Congratulations Ttayo. Sure you will be allowed to travel. The COVID-19 travel restriction does not include people with PR status. However, try to read the COVID-19 regulations of Canada & the airline you are using so that you will not be refused boarding when you want to fly.
Canada does not require a COVID-19 test but won't allow you boarding if you don't use a proper mask. And some airlines, like Ethiopian Airline, does not have their own rules, except those of the country the passenger is going. So, if for example you want to fly with Ethiopian Airlines, you will be allowed to board without a COVID-19 test result but won't be allowed to board without a proper mask because that is a rule from the government of Canada.
So I'll highly recommend you read these regulations as soon as possible as they will help you prepare well for your trip.
