inland - Does the open work permit and OHIP always come together?

Just wondered if these two things always come together / happen at the same time? or does one come later

A person would only qualify for OHIP with an OWP if they had a job that will last over 6 months. Just an OWP doesn't allow you to apply for OHIP.
