Hi I was in Canada since 2009 as a permanent residence and I left Canada Feb 2015 and I have lost my pr status instead of RO. but my daughter and son got approval of PRTD and both will go to Canada on November and if I want to go to Canada so please guide me and help me . can I apply WP . without job offer letter.if I go to Canada so I can help financial to my kids.please guide me.thanks
 
You can apply for a work permit if you get an LMIA, which you are unlikely to be able to get.

You could apply for a PRTD and appeal the refusal on H&C grounds (arguing that it is in the best interests of your children for you to be with them in Canada), but you would still need to explain why you chose to leave Canada in 2015 and not return.

No - you cannot apply for a WP without a job offer letter.

You need a job offer letter and an approved LMIA from the employer to apply for a WP.

True, if they actually went through the process. But of course there are those who mistakenly believe they automatically lose PR if they are out of compliance with the RO.
