Eligibility not started.
Counterfoil means that they will have to stamp visa on passport

Just means that visa needs to be stamped and u don’t qualify for an ETA/exemption for visa

What about the word ( final )is it refers to the final visa officer decision.

The VO has approved your application but still requires the final authorization and secondary review of a superior officer. That's what counterfoil required states YES

It means that a visa sticker will be affixed on your passport if your SP is approved. It doesn't means that your SP is currently approved.
Alternatively, they can put the question like Does the applicant requires a counterfoil once his/her application is approved???
Supposing you don't need a visa to enter Canada,then the answer would have been "No".

I know many applicants whose SP was refused but when they received their GCMS notes , the answer for the same question was "Yes".

Review required does not necessarily mean that application was approved and awaiting final authorization.
It could mean that the case officer has raised some issue and needs a superior officer to review it before making a decision.

That's correct. If there are concerns with eligibility then there will be a review required. The message will specifically state the reason...

What if there are no negative comments but just summary of the applicant's profile?

Could it be that eligibility is tagged review required if the note is generated at the beginning of the eligibility review? the officer note is also tagged pre-assessment note

How do you know there are no negative comments? Usually the case officer will mention in the notes what he has reviewed and why he put Review Required.

I applied for GCMS notes several times as a PR applicant and at no point was eligibility marked as Review Required.
It went from Not Started to In Progress to Eligibility Met. Those who got Review Required always had a note saying that the case officer had found some issue and needed an extra review to proceed.

Why would they use a different status system for SP?
